Its name reflects its compartmentalisation: every researcher can navigate only a limited section of the informational structure. Even senior members do not necessarily know what exists in the next compartment. 

The clearest final arrangement places the Labyrinth at levels 12–15, although some earlier passages give different boundaries. 

“15”: The Leader

“15” is both the highest clearance designation and the identifier used for the individual directing the ACIO and Labyrinth Group.

Enki
